Why is this study significant?
This is the first European study to explore the role of non-governmental organisations (NGOs) in upskilling and reskilling initiatives. As public training systems increasingly struggle to address the diverse needs of vulnerable populations—including migrants, refugees, and NEETs—NGOs step in to fill these gaps. They offer tailored and personalised approaches that integrate education, mentoring, outreach, and additional support services.

What does this study show?
Through case studies from Austria, Italy, Slovenia, and Spain, the analysis highlights how NGOs not only complement formal education systems but also collaborate with public employment services (PES) as innovative drivers. They foster the development of customised and integrated training solutions for marginalised groups. In this regard, the European Social Fund (ESF) and ESF+ have played a crucial role in strengthening NGO capacity across many Member States.
