Scaling the successful social inclusion and integration of Ukrainian refugees in Hungary, Romania and Slovakia through an innovative multi-stakeholder cooperation 

SMART UA will boost the integration of Ukrainian refugees in Hungary, Romania and Slovakia through a multi-stakeholder cooperation. The project is coordinated by JRS Europe (Belgium) in a consortium with 11 beneficiaries and partners, including local authorities, social institutions, research institutes, housing and job placement centres in 3 EU countries bordering war-affected Ukraine. 

Key elements of the innovative social inclusion approach include: enhancing the EU skills recognition profile tool; in depth analysis reports of the existing gaps and emerging innovative schemes in the housing and labour market in Hungary, Romania and Slovakia; capacity building on base of the research findings with three wider networks of 90-150 actors on local level; setup of local and interconnected multi-stakeholder cooperation’s in the 3 EU MS to promote innovative schemes for housing and employment; a transnational exchange and share scalable practices through an European event and online 100.000 users through awareness raising. 

SMART UA aims to support UA refugees in their pathway to a successful social inclusion, as they face multiple discrimination, particularly women with children, the elderly, and those with disabilities, who make up 95% of the target group. The project tackles the main obstacles to UA refugees’ integration: access to decent housing and matching with labour market opportunities. Furthermore, housing and job placement centres, human resources departments in enterprises, and local authorities are facing multiple challenges in their integration efforts due to a drain of resources and the isolation of initiatives. SMART UA will respond to these challenges through newly created local multi-stakeholder networks and, in 3 pilot projects, enhance the living conditions of 1,750 UA refugees in Romania, Hungary, and Slovakia, by improving their employability and access to housing. The exemplary action will document innovative insights and produce shareable tools for replication and adaptation.
